Modeling Human Resource Management Based on Core Competencies with an Entrepreneurial Perspective (Case Study: Social Security Organization)

Abstract

This study aims to develop an executive model for human resource management that is grounded in core competencies and incorporates an entrepreneurial approach within the Social Security Organization. The research is designed as developmental in nature, employs a qualitative methodology, and utilizes the meta-synthesis method for analysis. The study draws on a range of articles published between 2019 and 2024, specifically focusing on core competencies in human resource management. From an initial pool of 287 articles, 62 were selected based on criteria established through prominent domestic and international scientific databases. The content of these articles was thoroughly analyzed, leading to the extraction and prioritization of categories and concepts using Shannon's entropy method. The findings of the research were categorized into 42 concepts and 10 categories, grouped into three main areas: internal governmental factors, internal organizational factors, and strategic factors. The categories with the highest importance coefficients included effectiveness and efficiency, organizing agents, individual job satisfaction, knowledge-based strategies, managerial capabilities, appropriate job design, interpersonal and organizational communications, forward-looking strategies, organizational integration, and both experiential and general expertise. The results of the study indicated that human resource management based on exceptional competencies, due to its entrepreneurial nature, has a significant impact on the growth policies and the optimal provision of services by the Social Security Organization, a key and influential governmental organization. It was also found that such management would lead to increased organizational accountability.
