Abstract

This study aims to explain the impact of the research and technology evaluation system on the development of technology-based entrepreneurship at the national level. The research adopts a quantitative and explanatory design and was conducted using structural equation modeling with the partial least squares approach. The data were collected from two sources: international secondary indicators covering the period from 2010 to 2024, and the opinions of 112 experts. The data collection instrument was a structured questionnaire based on the research literature, whose validity was confirmed by expert review and whose reliability was verified at an acceptable level. The findings indicate that governance quality, human capital, and technological infrastructure have positive and significant effects on national innovation, and that national innovation significantly contributes to the development of technology-based entrepreneurship. Moreover, the mediating role of national innovation in transmitting the effects of structural variables on technology-based entrepreneurship was confirmed. The model’s goodness-of-fit indices and predictive power showed that the proposed research model enjoys appropriate validity and explanatory strength. Accordingly, the development of technology-based entrepreneurship requires the simultaneous strengthening of governance mechanisms, human capital, and technological infrastructure within a coherent national innovation system..
