Providing a business development model for small and medium enterprises in the conditions of economic crises and shocks

Abstract

The aim of this study is to present a business development model for small and medium-sized enterprises in crisis situations. After reviewing the literature and identifying common business models, the degree of impact of these models on economic shocks was examined using the Delphi method and consulting with academic experts and small business activists. Then, by modeling structural equations and distributing questionnaires among small and medium-sized food industry companies in Toos Industrial Town (Khorasan Razavi Province), the degree of impact of the variables was evaluated.The findings indicate that out of 107 effective components in the form of 11 indicators, finally 8 indicators of "management ability", "marketing and sales", "production and operations", "research and development", "financial resources", "technology and innovation", "human resources" and "policy and policy-making" were confirmed as variables of the final model, among which the variables of production and operations, human resources and management ability have a more appropriate status, respectively.The research conclusions are presented at four levels: employees, companies, industries, and headquarters: At the employees level, it is essential to develop the mental and material resources of the human resources and explain the benefits of the business by senior management; at the company level, it is necessary to create internal capacities to face the crisis; at the industry level, it is necessary to pay attention to interaction with customers, monitor competitors, and manage the supply chain; and at the headquarters level, it is necessary to set public sector policies in the areas of regulation, facilitation, and support, with a special focus on small and medium-sized businesses, which are the most vulnerable to environmental changes. This comprehensive model can help policymakers, economic activists, and researchers in the field of business towards the sustainable development and resilience of small and medium-sized enterprises
