Abstract
The purpose of this study is to design a model for the development of entrepreneurs in the Iranian innovation ecosystem, with a focus on exploiting opportunities. This applied and qualitative research was conducted using a Grounded Theory strategy. Data were collected from specialized panels at the INOTEX 2023 event and recorded interviews with experts in the startup ecosystem. Data analysis was performed through a three-stage coding process (open, axial, and selective coding), and Lincoln and Guba’s evaluative criteria were employed to ensure research trustworthiness. The findings revealed that exploiting opportunities acts as the core phenomenon of the model. This phenomenon is driven by causal conditions and internal factors, including entrepreneurs’ personality traits (risk-taking, resilience, persistence, and positivity). Furthermore, contextual and intervening conditions encompass external variables such as the emergence of opportunity windows, infrastructure development, effective government and executive support, participatory regulation, strengthening trade associations, and constructive interaction with the governance system. Ultimately, the results indicate that adopting strategies based on the synergy of these factors leads to outcomes such as the sustainable success of entrepreneurs and the overall growth and development of Iran’s startup, innovative, and technological ecosystem.
